Drupal Content Works, but not Formatting (CSS)
This may seem like a strange browser error, but it isn't. You can create a condition with Drupal where you see the site content, but are unable to see some or all of the formatting (looks like a website ala' 1994). The problem is CSS caching/optimization. This is under the Drupal performance options, and you can fix by disabling the setting for "optimize CSS".
